Beijing has arranged 2 billion yuan(315.7 million U.S. dollars) and implemented 665 projects so far to assist the economic and social development of water source areas of the middle route of the South-to-North Water Diversion Project.
Over 11 million people in Beijing have benefited from the first phase of the middle route project which has transferred water from Hubei Province’s Danjiangkou reservoir to the capital for over three years.
For “regurgitation-feeding” the water source areas, Beijing plans to arrange 500 million yuan annually from 2014 to 2020, to support their construction and development, including water quality protection, targeted poverty alleviation, industry transformation, people’s livelihood improvement, etc, according to the Leading Group Office of Beijing’s partner assistance and economic cooperation work, and the Office of South-to-North Water Diversion of Beijing.
In terms of cooperation, Beijing’s 16 districts and 16 counties(city/district) in Henan and Hubei provinces have made “one to one” pairs of cooperation and conducted a series of exchange and cooperative activities in recent years.
For example, Beijing’s Haidian district, Chaoyang district, Shunyi district and Changping district and their respective counterparts of Danjiangkou city of Hubei province, Henan province’s Xichuan county, Xixia county, and Luanchuan county, have carried out aid programs including school building renovation, ecological protection, teachers’ training and medical and health care, via financial support, resource sharing and personnel training and other ways.
At the same time, Beijing has sent temporary cadres to Henan province and Hubei province, and vice versa, trained over 10,000 man-times and arranged more than 2,000 cadres in education and medical areas to exchange, learn and take training.
Besides, Beijing has mobilized social forces to carry out deep and multi-field cooperation in the water source areas.
