Beijing sets up 19,000 firms after new business policy in effect

Totally 19,000 enterprises have registered in Beijing since a series of policies to better business environment jointly launched by Beijing Administration for Industry and Commerce(BAIC) and other relevant departments in March, 2018, reported Beijing Daily on May 10, 2018.

Of the total, 80 percent enterprises have realized getting business license by “zero meeting with relevant developments”.

The business license of Blibee Convenience Store in Guangcai Road, Fengtai district is Beijing’s first one conducted by the mode of “one business license in one district” for chain convenience store.

The mode of “one business license in one district” refers to, if a chain enterprise, often holding many branches, wants to open a new branch, it won’t need to apply for a business license for the new branch.

Instead, it just need put the name and legal operation site of a new branch on the business license of one of its branches that is designed as its managing organization in the same administration district, according to a head of BAIC.

So far, Beijing has tried out the mode of “one business license in one district” on 17 chain convenience stores within its pilot scope.

With the implementation of “one business license in one district” policy, it can not only shorten two workdays’ time for applying for a business license but also reduce costs of latter maintenance , said Jia Jing, a staff member of Blibee.

Besides the benefit of “one business license in one district” policy, nearly 80 percent of newly set up enterprises have also enjoyed the convenience of “paperless work” and obtaining business license by “zero meeting with relevant development”, thanks to the promotion of whole course electronization of business registration.

“The whole course electronization of business registration allows people not to run back and forth to open an enterprise and the paper version of business registration can be sent to enterprises for free,” said Deng Huimin, a division head of BAIC.

Altogether 12,600 applications for opening a firm have been submitted on the“E-window pass”, a one stop platform for business registration, since it has been launched for more than one month.

Of the total, 9,533 applications have taken the path of whole course electronization of business registration, accounting for 80 percent. More and more enterprises would embrace this path.

In addition, Beijing offers a set of company seals for newly set up enterprises, which has realized opening a new business with “zero cost” for the first time.
