Procedures of Visa Application for Foreign Citizens

Notice for F Visa Extension and Renewal Application for Foreigners(Temporary)

One, Application Object

Foreigners who come to Beijing for nonprofit communication, visit and other activities upon invitation can apply for F visa.

Two, Application Materials

1.Valid passport or other international travel certificates;

2.Valid Registration Form of Temporary Residence for Visitors issued by police station of the temporary residence or hotels in Beijing;

3.Completely filled VISA / STAY PERMIT / RESIDENCE PERMIT APPLICATION FORM with recent half-length, white background, bareheaded, full-faced 2-inch color photo. Please fill in the application form in black ink or sign pen.

4.The inviting units should register and submit relevant certification in accordance with the law. On the basis of different properties, the inviting units can submit duplicates of enterprise business license with annual inspection, registration certificate for permanent representative institution of foreign (regional) enterprise, legal person certificate of public institution, practicing license for representative institution of foreign law office and permission certificate for running school, etc. The inviting units which include government organizations, diplomatic and consular institutions and public colleges and universities can exempt from registering and submitting relevant certification in accordance with the law.

5.Chinese official letter with official seal of the Unit issued by the inviting units to Exit-entry Administration Department of Beijing Municipal Public Security Bureau (hereinafter referred to as Exit-entry Administration Department), describing the following details: (1) basic information of the inviting unit and applicant; (2) purpose to visit China including activities, time and place of staying, exit-entry itinerary arrangement; (3) source of expense and warrant to observe relevant laws during stay in China.

6.Foreigners who enter into China with non-F visa and apply for renewing a new F visa should invited by authorized units of the first and second categories.

7.Other relevant certification documents that the Exit-entry Administration Department consider it necessary to submit.

Three, Timeline for Application

1.For application of F visa , foreigners can apply for extending duration of stay for no more than 180 days longer. The specific timeline for approval will examined and determined by Exit-entry Administration Department according to the circumstances of different applicants.

2.For application of F visa renewal (including an F visa application for re-entry times), foreigners can apply for renew zero, one, two or more-time visa with period of validity for no more than 1 year and duration of stay for less than 180 days. The specific timeline for approval will examined and determined by Exit-entry Administration Department according to the circumstances of different applicants. The accumulative total duration of stay must not exceed 1 year from the date of entry according to the renewal of F visa.

Four, Points for Attention

1.Applicants will be required to accept a face-to-face interview.

2.The extension for a longer duration of F visa is only valid for this referred entry and does not affect the entry times and period of validity of the original visa. The accumulated length of extension shall not exceed the original duration of stay specified in the visa. By issuing new F visa, meanwhile the original visa became invalid.

3.For the above-stated materials, the original documents need to be verified, and submit the copies in A4 paper.

4.Application materials with foreign language (except for English) should be translated into Chinese by qualified translation Company and submitted finally.

5.Applicant who doesn’t nullify cancel China’s household registration should apply after the cancellation of household registration. The relevant cancellation certificate issued by police station will be submitted if the Exit-entry Administration Department consider it necessary.

6.Foreigners aged under eighteen who apply for extension or renew visa for the first time in China must submit their birth certificates, passports of parents and overseas residence certification.

7.The Inviting units shall be required to register for the record in the Exit-entry Administration Bureau.

Five, Warm Prompt of regulations

1.Where the duration of stay needs to be extended,the visa holder shall file an application 7 days prior to the expiry of the duration specified in the visa.

2.During the application process when the applicant’s passport or other international travel certificates are received and kept by the Exit-entry Administration Bureau, applicants can reside legally in China by right of the receipt.

3.Entities or individuals that issue written invitations shall be liable for the fidelity of the contents.

4.The Exit-entry Administration Bureau of Beijing Municipal Public Security Bureau may verify the authenticity of the applicants’ purpose through interviews, telephone inquiry and investigation. The applicants and the inviting units issuing the invitation letters and certificate materials shall cooperate.

5.Decisions made by the exit-entry administration of public security organ on rejecting applications for visa extension or reissuance, or on not issuing foreigners’ stay or residence permits or not extending the duration of residence shall be final.

6.The visa-issuing authorities are not required to give reasons for refusing the issuance of a visa.

Notice for Q2 Visa Extension and Renewal Application for Foreigners (Temporary)

One, Application Object

The foreigners who pay a short-term visit to their family members, Chinese citizens or the foreigners with permanent residency in Beijing; the family members include spouse, parents, the spouse’s parents, children, siblings, grandparents, grandchildren, and children’s spouse

Two, Application Materials

1.Valid passport or other international travel certificates;

2.Valid Registration Form of Temporary Residence for Visitors issued by police station of the temporary residence or hotels in Beijing;

3.Completely filled VISA / STAY PERMIT / RESIDENCE PERMIT APPLICATION FORM with recent half-length, white background, bareheaded, full-faced 2-inch color photo. Please fill in the application form in black ink or sign pen.

4.A proof of family relationship or kinship, which can be a marriage certificate, a birth certificate or an adoption certificate issued by the relevant national authorities, a kinship certificate issued by the relevant sub-district office, the local police station, the department of human resources of a government unit, or the Embassy in China of their country, or the relevant notarization documents etc. (Any of the above certificates issued by foreign authorities or notary offices need to be authenticated by the Chinese Embassy or Consulate in the relevant country).

5.The identification of the person to be visited and a proof of over 6 months’ residence in Beijing.

6.Visiting a Chinese citizen: to submit his/her Beijing Household Register or Temporary Residence Permit, and Resident Identification Card

a. Visiting an overseas Chinese: to submit his/her Chinese passport, a certificate of overseas residence and a “Temporary Accommodation Registration Form” with validity of over 6 months issued by a local police station or a certificate of over 6 months’ employment issued by his/her employer in Beijing

b. Visiting a resident of Hong Kong or Macao: to submit his/her “Mainland Travel Permit for Hong Kong and Macao Residents”, and a “Temporary Accommodation Registration Form” with validity of over 6 months issued by a local police station or a certificate of over 6 months’ employment issued by his/her employer in Beijing

c. Visiting a resident of Taiwan: to submit his/her “Mainland Travel Permit for Taiwan Residents” or “Travel Document of People’s Republic of China”, and a “Temporary Accommodation Registration Form” with validity of over 6 months issued by a local police station or a certificate of over 6 months’ employment issued by his/her employer in Beijing

d. Visiting a foreigner with a “Permanent Residence Permit for Foreigners”: to submit his/her “Permanent Residence Permit for Foreigners” and a “Temporary Accommodation Registration Form” with validity of over 6 months issued by a local police station or a certificate of over 6 months’ employment issued by his/her employer in Beijing

7.The non-Q2 visa holders applying for a Q2 visa should additionally submit a guarantee of their living expenses and abiding by Chinese laws during their stay in China provided by the person to be visited (if the person to be visited is under 18, the applicant should provide a guarantee himself/herself).

8.Other necessary application materials that are required by the Division of Exit-Entry Administration

Three, Timeline for Application

The accumulated length of extension shall not exceed the original duration of stay specified in the visa. By issuing new Q2 visa, meanwhile the original visa became invalid.

3.For the above-stated materials, the original documents need to be verified, and submit the copies in A4 paper.

4.Application materials with foreign language (except for English) should be translated into Chinese by qualified translation Company and submitted finally.

Notice for S2 (Private Business) Visa Extension and Renewal Application for Foreigners (Temporary)

One, Application Object

The foreigners who pay a short-term visit to their foreign family members residing in Beijing because of their work or study, or the foreigners who need to reside in Beijing due to other private business; the family members include spouse, parents, the spouse’s parents, children, siblings, grandparents, grandchildren, and children’s spouse

Two, Application Materials

1.Valid passport or other international travel documents

2.Valid Temporary Accommodation Registration Form issued by a local police station or a hotel in Beijing.

3.Completely filled VISA / STAY PERMIT / RESIDENCE PERMIT APPLICATION FORM with recent half-length, white background, bareheaded, full-faced 2-inch color photo. Please fill in the application form in black ink or sign pen.

4.The family visitor should submit the residence permit of the person to be visited. Those who entered with an S2 visa should submit a proof of family relationship or kinship, which can be a marriage certificate, a birth certificate, or an adoption certificate issued by the relevant national authorities, a kinship certificate issued by the relevant sub-district office, the local police station, the department of human resources of a government unit, or the Embassy in China of their country, or the relevant notarization documents etc. (Any of the above certificates issued by foreign authorities or notary offices need to be authenticated by the Chinese Embassy or Consulate in the relevant country).

The non-S2 visa holders applying for an S2 visa should additionally submit a guarantee of their living expenses and abiding by Chinese laws during their stay in China provided by the person to be visited (if the person to be visited is under 18, the applicant should provide a guarantee himself/herself).

5.The applicants with other private business should submit proofs of the private business or humanitarian causes. The foreigners who intend to receive medical aid or services in Beijing should submit a proof of hospitalization or receiving medical services issued by a medical organ. The accompanying persons (no more than 2 people) should be the family members of the applicant’s and should submit a kinship certificate ( The above certificates issued by foreign authorities or notary offices need to be authenticated by the Chinese Embassy or Consulate in the relevant country) and a proof of accompanying issued by the above medical organ.

6.Other relevant certification documents that the Exit-entry Administration Department consider it necessary to submit.

Three, Timeline for Application

1.For the extension of S2 visa, the applicants who visit relatives can apply for an extension of no longer than 180 days; the others can apply for an extension of no long than 90 days. The specific timeline for approval will examined and determined by Exit-entry Administration Department according to the circumstances of different applicants.

2.For the renewal of S2 visa (including the application of a reentry visa for the S2 visa holders), the applicants can apply for a visa with entry validity of no longer than 3 months, duration of stay of no longer than 180 days, and zero or single entry. The actual term of validity will be examined and approved by the Division of Exit-Entry Administration according to the applicant’s conditions. The continuously accumulated term of validity of the renewed visa cannot exceed 1 year since the date of the current entry.

4.The applicant received by a travel agency should submit photocopies of its business license that has been approved by the annual inspection and an official letter in Chinese with official seal from the travel agency addressed to the Division of Exit-Entry Administration of Beijing Municipal Public Security Bureau, which should contain: a. basic information of the applicant; b. the itinerary and duration of stay in China; c. a guarantee of living expenses and abiding by Chinese laws during his/her stay in China.

5.The applicant received by an individual should submit the host/hostess’s Beijing Household Register or Resident Identification Card and a letter in Chinese addressed to the Division of Exit-Entry Administration of Beijing Municipal Public Security Bureau, which should contain: a. basic information of the applicant and the host/hostess; b. the applicant’s itinerary and duration of stay in China; c. a guarantee of living expenses and abiding by Chinese laws during his/her stay in China; d. both signatures affixed on site.

6.The applicant not received by any unit or individual should submit a proof of hotel reservation, itinerary, and airline tickets etc.

7.Other relevant certification documents that the Exit-entry Administration Department consider it necessary to submit.

Three, Timeline for Application

The applicant can apply for an extension of no longer than 30 days. The specific timeline for approval will examined and determined by Exit-entry Administration Department according to the circumstances of different applicants.

4.The applicants shall submit legal registration certificate of the inviter (entities or individuals within China). The registration certificate varies according to the nature of inviter, for instance, currently audited Business License issued by the commercial department, individual business registration certificate issued by the State Administration for Industry and Commerce, Registration Certificate of Foreign Enterprises’ Permanent Representative Offices in China issued by the State Administration for Industry and Commerce, Legal Person’s Registration certificate of Institutions, the Practicing License of Foreign law firm’s Permanent Representative Offices in China. In addition, the inviter (individual) should also submit his ID card and residence booklet or temporary residence permit.

5.Chinese official letter with official seal of the Unit issued by the inviting units to Exit-entry Administration Department of Beijing Municipal Public Security Bureau (hereinafter referred to as Exit-entry Administration Department), describing the following details: (1) basic information of the inviting unit and applicant; (2) purpose to visit China including activities, time and place of staying, exit-entry itinerary arrangement; (3) source of expense and warrant to observe relevant laws during stay in China.

6.Foreigners who enter into China with non-M visa and apply for renewing a new M visa should invited by authorized units of the first and second categories.

7.Other documents needed by Beijing Municipal Administration of Entry & Exit.

2.For application of M visa renewal (including an M visa application for re-entry times), foreigners can apply for renew zero, one, two or more-time visa with period of validity for no more than 1 year and duration of stay for less than 180 days. The accumulative total duration of stay must not exceed 1 year from the date of entry according to the renewal of M visa.

4.All the application documents in foreign language (other than English) need to be translated into Chinese by an authorized translation agency and submitted.

6.The visa-issuing authorities are not required to give reasons for refusing the issuance of a visa.

Notice for X2 Visa Extension and Renewal Application for Foreigners (Temporary)

One, Application Object

Foreign citizens who are in a short-term study program in Beijing

Two, Application Materials

1.Valid passport or other international travel documents

2.Registration Form of Temporary Residence for Visitors in Beijing

3.Completely filled VISA / STAY PERMIT / RESIDENCE PERMIT APPLICATION FORM with recent half-length, white background, bareheaded, full-faced 2-inch color photo. Please fill in the application form in black ink or sign pen.

4.Admission notice or certification documents of enrollment issued by the host institution

5.Non-X2 visa holders shall submit Visa Application for Study in China (JW201/JW202)

6.Other relevant certification documents that the Exit-entry Administration Department consider it necessary to submit.

Three, Timeline for Application

1.For application of Q2 visa, foreigners can apply for extending duration of stay for no more than 180 days longer. Specific duration of stay shall be granted by the exit/entry administration of public security organ in accordance with the actual situation of the applicant.

2.Where X2 visa needs to be reissued (application of re-entry times included), the visa holder shall file an application for a reissued visa with validity under 12-month, and a duration of stay within 180 days each time with zero/single/double/multi-entry, subject to a maximum duration of 12 months’ consecutive stay from date of entry. Specific duration of stay shall be granted by the exit/entry administration of public security organ in accordance with the actual situation of the applicant.

Four, Points for Attention

1.Applicants will be required to accept a face-to-face interview. With the agreement of the exit/entry administration of public security organ, the host institution may file an application on the applicant’s behalf. In case of the interview notice is sent to the applicant, the applicant shall accept interview in person.

2.Extended duration of stay is only valid for this entry and not affects the original visa entry times and terms of validity. The cumulative extension of duration shall not exceed the duration of stay specified on the original visa. The original visa shall be annulled simultaneously since the reissue of visa.

3.For the above-stated materials, the original documents need to be verified, and submit the copies in A4 paper.

One, Application Objects

Foreign high-level talents and professional personnel who are in urgent need of China can apply for R visa.

Two, Application Materials

1.Valid passport or other international travel certificates.

2.Valid Registration Form of Temporary Residence for Visitors issued by police station of the temporary residence or hotels in Beijing.
